Born on March 14, 1942, in the village of Novye Atagi in the Shalinsky region of the Chechen-Ingush ASSR.
Graduated from the Kharkov State Pedagogical Institute in 1967, the Kharkov Catering Institute in 1975, and the USSR Interior Ministry Academy in 1981.
Doctor of law, professor.
Began working in 1959 as asphalt layer.
1962-1965: Served in the Soviet Army.
1967: Began working in the bodies of the USSR Interior Ministry and Russian Interior Ministry.
1967-1975: Inspector of the Internal Affairs Department of the Kharkov City Executive Committee, senior inspector of the Frunzensky District Department of Internal Affairs in Kharkov.
1975-1979: Inspector, senior inspector, head of the internal affairs linear department, deputy head of the criminal investigations department of the USSR Interior Ministry in construction of the Baikal-Amur railway.
1979-1981: Student of the USSR Interior Ministry Academy.
1986-1990: Head of department, main inspector of the USSR Interior Ministry.
1990-1993: People’s deputy of the Russian Federation, Head of the Committee of the Supreme Council of the Russian Federation on issues of legality, law and order, and the war on crime.
1993-2000: Professor at the department of criminal policy and law at the Russian Interior Ministry Academy.
2000-2003: Deputy of the State Duma of the Federal Assembly of the Russian Federation. Member of the State Duma Committee on issues of nationalities, deputy head of the State Duma Committee on state organisation, deputy head of the State Duma Commission for ensuring and observing human rights in the Chechen Republic.
October 2003: Appointed aide of the President of the Russian Federation.
Since 2004: Adviser to the President.
